or no ultimate expense to the taxpayer.

Furthermore,

it will materially contribute towards the defence of

the Colony and at the same time will ensure British

troops stationed in Hong Kong will live in healthy

and comfortable quarters in place of their present

cramped and unsuitable barracks.
